Parkland’s revenue stream is highly concentrated in government (49%) and property tax sources (40%). Small changes in Medicare and Medicaid payment methodologies can have a significant effect on the hospital’s ability to provide care. Additionally, small changes in assessed property values or assessment rates have a significant effect on Parkland.

Governmental Sources
• Medicaid pays less than all other payers, covering less than half the cost of providing healthcare services.
• Medicare population is rising while rates are being cut—5% effective in 2007.
• Only 38% of Texas physicians accept new Medicaid patients, down from 67% in 2000.

Support for Parkland
• Parkland has served the residents of Dallas County well and has relied on the taxpayers to continue to invest in its growth and development.
• The last major expansion in 1979 was funded by an $80 million bond issue.
• Parkland has recently sought and received support from the Dallas philanthropic community.
– The most recent addition of the Simmons Ambulatory Surgery Center was built with a $16.75 million gift.
– This was a unique and first significant donation to a public hospital.
